The 2019 Budget Act provided one-time funding of $87 million for the replacement of voting systems and technology. This allocation is in addition to the fiscal year 2018-2019 funding which provided $134 million for counties for the replacement of voting technology.

A one-time expenditure of $134 million was approved in California’s 2018-2019 budget to replace voting systems for all of the state’s 58 counties. The funding is provided as a one-time General Fund expenditure to purchase new hardware, software, and initial licensing to replace existing systems and technology. It requires that the county match funds for eligible expenditures on a dollar-for-dollar basis, up to the allocated amount on a reimbursement basis. Assembly Bill 1824, Chapter 38 (Stats. 2018), adds sections 19400 and 19402 to the Elections Code and specifies details around the funding.
