Voting system vendors, remote accessible vote by mail (RAVBM) vendors and election management system vendors are required to place their software and firmware into an escrow facility that has been approved by the Secretary of State. This facility serves as an independent third party that gives the Secretary of State direct access to the exact versions of software and firmware that have been approved for use in California.
