Qualifications to Pre-register to Vote
To pre-register to vote in California, you must:
- Be 16 or 17 years old, and
- Meet all of the other eligibility requirements to vote.
- You will automatically be registered to vote on your 18th birthday.

Qualifications to Register to Vote
To register to vote in California, you must be:
- A United States citizen and a resident of California (for information on voters in the military or overseas, please see Military and Overseas Voters),
- 18 years old or older on Election Day,
- Not currently serving a state or federal prison term for the conviction of a felony (for more information, please see Voting Rights Restored: Persons with a Prior Felony Conviction), and
- Not currently found mentally incompetent to vote by a court (for more information, please see Voting Rights: Persons Subject to Conservatorship).

Find Your Polling Place
For voters that live in a Voter’s Choice Act (VCA) County, you can cast your ballot at any vote center within your county. Voters that live in a non-VCA, are assigned to a specific polling location based on their address.

Lost Your Vote-By-Mail Ballot/Need a Replacement?
California Replacement Ballot Application
Only the registered voter themself may request a replacement ballot. A request for a replacement ballot that is made by any person other than the registered voter is a criminal offense. (Elec. Code, § 3014(a).)

Application to Provide Vote-by-Mail Ballot to Representative
If you need a replacement ballot, you may apply in writing for a vote-by-mail ballot to be provided to your representative. This application must be provided in person to your county elections office by your representative. (Elec. Code, § 3014(b).)

Military & Overseas Vote-By-Mail Voting
As a military or overseas voter, in order to receive your election materials and vote when you are absent from your county while serving and/or living overseas, you need to be registered as a military or overseas voter by completing the California Online Voter Registration (COVR) application or by completing the Federal Post Card Application (FPCA). The FPCA is available from the Federal Voting Assistance Program.
