As a result of widespread transmission of COVID-19 and the direction of the California Department of Public Health, the Secretary of State continues to make every attempt to ensure the safety of our customers and employees while still offering essential services to the public.
With these goals in mind, both our Sacramento and Los Angeles offices are currently closed to the public with drop box(es) in both lobbies to drop documents off for processing. All documents are deemed submitted at 5:00 p.m. on the date dropped off and being returned by mail. Submissions must include checks or money orders for the processing fees. Special handling fees are waived.
How to Submit Domestic Partnership Forms
Completed forms can be mailed to California Secretary of State, Domestic Partners Registry, P.O. Box 942870, Sacramento, CA 94277–2870 or delivered in person for over-the-counter processing to the Sacramento office or to the California Secretary of State's Los Angeles office. Please refer to the DP Contact Information page for office locations and addresses.
Note: The Los Angeles office is not able to process documents received by mail. Completed Confidential Declaration of Domestic Partnership forms delivered to the Los Angeles office will be sent to the Sacramento office for processing. There is an additional $15.00 special handling fee for processing a document delivered in person to the Sacramento or Los Angeles office.
Payments for documents submitted:
- by mail to Sacramento can be made by check or money order; over–the–counter in Sacramento can be made by check, money order, cash, or credit card (Visa or Mastercard); or
- over-the-counter in the Los Angeles office can be made by check, money order or credit card (Visa or Mastercard). The Los Angeles office is not able to accept cash.
Checks or money orders should be made payable to the California Secretary of State.
