Proposed Initiative Enters Circulation: Provides Permanent Funding for Schools and Healthcare by Extending Existing Tax on High Incomes. Initiative Constitutional Amendment.

Sacramento, Calif. – California Secretary of State Shirley N. Weber, Ph.D., announced that the proponents of a new initiative were cleared to begin collecting petition signatures on November 4, 2025.

The Attorney General prepares the legal title and summary that is required to appear on initiative petitions. When the official language is complete, the Attorney General forwards it to the proponent(s) and to the Secretary of State, and the initiative may be circulated for signatures. The Secretary of State then provides a calendar of deadlines to the proponent(s) and to county elections officials. The Attorney General’s official title and summary for the measure is as follows:

PROVIDES PERMANENT FUNDING FOR SCHOOLS AND HEALTHCARE BY EXTENDING EXISTING TAX ON HIGH INCOMES. INITIATIVE CONSTITUTIONAL AMENDMENT. Makes permanent the existing 2012 voter-approved tax rates for high-income Californians, currently set to expire in 2031. Rates apply to personal income over about $360,000 for single filers, $721,000 for joint filers, and $490,000 for heads of household (2024 levels; adjusted annually for inflation). Allocates tax revenues 89% to K-12 schools, 11% to community colleges. Allows local school boards to decide how revenues are spent; bars use for administrative costs. Increases General Fund revenues available for education, healthcare, budget reserves, and other programs. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Maintains $5 billion to $15 billion of annual state income taxes (in today’s dollars) by making a tax on high income earners permanent instead of letting it expire in 2031. (25-0016.)

The proponents of the measure, Benjamin Gevercer and David B. Goldberg, must collect signatures of 874,641 registered voters (eight percent of the total votes cast for governor in the November 2022 general election) in order for the measure to become eligible for the ballot. The proponents have 180 days to circulate petitions for the measure, meaning the signatures must be submitted to county elections officials no later than May 4, 2026.
