California Secretary of State Postpones Go-Live Date for Cal-Access Replacement System

SACRAMENTO, CA – California Secretary of State Shirley N. Weber, Ph.D. issued the following statement on the status of the Cal-Access Replacement System (CARS):

“To ensure that the CARS project can fully meet its statutory obligations, the scheduled June 30, 2021 roll out of the project will be postponed,” Weber said. “Moving forward, the Secretary of State's office will assess the project's state of readiness so that on the date it goes live it will meet the expectations of the public, stakeholders and the regulated community.”

The Secretary of State's CAL-ACCESS Replacement System Project ("CARS") is designed to implement a new data driven system replacing the decades-old existing paper form-driven legacy system. The system is also designed to provide financial information supplied by state candidates, donors, lobbyists, lobbyist employers, to ensure that the public has a window into the activities of public officials and candidates.

The Secretary of State’s office is in the process of evaluating other agency initiatives to ensure that other public-facing portals meet statutory and user expectations.
