Safe at Home is a confidential address program administered by the California Secretary of State's office and is most effective when used as a part of an overall safety plan. Safe at Home offers victims of domestic violence, stalking, sexual assault, human trafficking, and elder or dependent adult abuse, as well as reproductive health care workers, a substitute mailing address to receive first class, certified, and registered mail. This address is also accepted by California state, county, and city government agencies in lieu of a residential or other mailing address where a victim can be tracked down, keeping the residence address confidential and out of the hands of someone who might want to harm the victim.

NOTICE: Senate Bill 1131, which expands the address confidentiality program to include other individuals who face violence, harassment, or threats of violence from the public because of their work for a public entity, was signed into law on September 26, 2022.

The designated enrolling agencies available to assist public entity workers and contractors in applying for Safe at Home are available at: Public Entity Enrolling Agency List. Please use only the enrolling agency list as they have been trained to take these specific applications. You may contact agencies outside of your residential area. VOTING: Participants enrolled in the Safe at Home program can register as a confidential voter and keep their voting information private. If you are in fear for your safety, and meet eligibility requirements, you can apply to our program and register as a confidential voter. The deadline to register to vote for the November 5, 2024 election is October 21, 2024. If you miss the deadline, you can still register until Election Day, but you will not be registered as a confidential voter.
