OVERVIEW OF LOBBYING EXPENDITURES:
JANUARY 1, 1997 
THROUGH JUNE 30, 1997   

seal 20 $70.4 million was spent to lobby* state government in California during the 6-month period of January 1, 1997 through June 30, 1997. $37.0 million was spent during the second quarter of 1997.

seal 20 Among all lobbyist employers, Western States Petroleum Association spent the most on lobbying activities from January 1, 1997 through June 30, 1997. The association's total 6-month lobbying expenditures were $1.2 million.

seal 20 During the second quarter of 1997, Western States Petroleum Association also spent the most on lobbying activities--$640,772.

seal 20 Among lobbying firms, Kahl/Pownall Advocates received the most payments during the 6-month period of January 1, 1997 through June 30, 1997--$1,722,695.

seal 20 During the second quarter of 1997, Kahl/Pownall Advocates also received the most payments--$848,870.

seal 20 The following report summarizes total payments made by 2,171 lobbyist employers, including payments made to in-house lobbyists and to contract lobbyists. In addition to salaries and fees, the payments include overhead expenses and gifts. Total payments to the top 100 lobbying firms also are included.

seal 20 The report identifies lobbyist employers by interest groups, ranging from agriculture to utilities. Rankings of these categories by expenditures for January 1, 1997 through June 30, 1997 are found in Table 1 and expenditures for April 1 through June 30, 1997(the second quarter only) is located in Table 2.  

seal 20 The top ten lobbyist employers that spent the most during the first and second quarters of 1997 are identified in Table 3 and Table 4 for the second quarter only.  

seal 20 The top ten lobbying firms that received the most payments in 1997 are identified in Table 5 and Table 6 for the second quarter only.  

seal 20 In addition, each of the employers and firms identified in Tables 1 through 6 are linked to The 1997-98 Directory of Lobbyists, Lobbying Firms and Lobbyist Employers which contains additional lobbying information.  

seal 20 Lobbyist Employers-Each lobbyist employer may be located by first selecting the appropriate industry group classification. Employers are listed alphabetically within their respective group classifications.  

seal 20 Top 100 Lobbying Firms-Each of the 100 lobbying firms that received the most payments during the first and second quarters of 1997 is listed alphabetically. Each firm's lobbyists and clients are identified, along with the total payments received by the firm as well as the individual payments the firm received from each client.
