Financing California's Statewide Ballot Measures: Campaign Receipts and Expenditures |

This report by the Secretary of State summarizes campaign financing activity to qualify, support and oppose all of California's statewide measures on the November 3, 1998 General Election ballot. The time period of activity covered by the report begins when funds were first raised or spent to qualify, support or oppose a measure, and the period ends as of December 31, 1998. There were 12 general election ballot measures. Of these 12 measures, five were placed on the ballot by the State Legislature (Propositions 1A, 1, 2, 3 and 11). The other seven measures (Propositions 4 through 10) were initiatives placed on the ballot by petitions signed by voters. The report shows that $196,823,595 was raised to qualify, support and oppose all 12 measures, and $192,929,525 was spent to influence voter decisions on these measures. (These amounts exclude transfers among the committees identified in the report.) The grand total expenditures of $192.9 million on all statewide measures on the ballot in the 1998 general election was, by far, the most spent on all propositions on the ballot for any election in California's history. The previous record for grand total spending on all measures in an election was $133.4 million spent a decade ago in the 1988 general election. |

| The report shows that the most expensive measure on the 1998 general election ballot was Proposition 5 (Tribal Casinos) with $92 million spent collectively to qualify, support and oppose the initiative. This expenditure of $92 million is a new record and far surpasses the previous record of $57.2 million spent on Proposition 211 (Attorney-Client Fee Arrangements, Securities Fraud, Lawsuits) in the 1996 general election. |
