The federal Help America Vote Act of 2002 (HAVA) requires all states to implement a wide range of election process reforms, including the creation of a single statewide list of all registered voters in California. The Secretary of State established the VoteCal Registration Database Project to develop and implement this federally mandated statewide voter registration list.

Contract Signing and Execution - September 8, 2009
The contract has been signed between the Secretary of State (SOS) and Catalyst Consulting Group, Inc. (Catalyst), the system integrator, signaling the formal beginning of implementing the VoteCal Project as of September 8, 2009.
Special Project Report (SPR) Approval - August 26, 2009
The Special Project Report (SPR) and the Spending Plan have received approval from the Executive Branch control agencies and the Legislature. Under the provisions of Government Code section 6254.4, portions of this SPR have been redacted to ensure the security of confidential voter registration records, which are protected from disclosure.
VoteCal Kickoff County Regional Meetings - August 2009

End of Protest Period - May 1, 2009
Following the posting of the Letter of Intent to Award to Catalyst Consulting Group, Inc., the intended award was not protested.
Notification of Intent to Award - April 24, 2009
The Department of General Services on behalf of the Secretary of State has issued a Notification of Intent to Award to Catalyst Consulting Group, Inc. for RFP SOS 0890-46 VoteCal on April 24, 2009. The last day to protest this award is May 1, 2009 by 5:00 p.m. Please view the Notification of Intent to Award.
