VoteCal Project Update – February 16, 2011
DGS issued a message to the bidder community via the standard BidSync communication protocol. The message reflects DGS' decision to return the pre-qualification packages that were submitted to DGS on January 24, unopened and back to the bidders, and to reopen the VoteCal procurement to the entire vendor community. VoteCal Project Update – February 15, 2011
On February 15, 2011, the Assembly Elections and Redistricting and the Senate Elections and Constitutional Amendments committees held an oversight hearing on the Secretary of State's VoteCal project. The Secretary of State's office made a presentation in which it responded to questions posed by the committees. IV&V RFO Released – February 7, 2011
The Secretary of State (SOS) has released a Request for Offer (RFO) to solicit for Independent Verification and Validation (IV&V) consulting services for the VoteCal Project. Please see the VoteCal Project Solicitations page for further details.

RFP Release - October 29, 2010
The Department of General Services released the Secretary of State's new Request for Proposal (RFP) for the Statewide Voter Registration System (VoteCal): SOS 0890-46. Addenda and answers to bidders' questions have been published since the initial release.

VoteCal Project Update - September 14, 2010
The Secretary of State (SOS) VoteCal team is revising the VoteCal system integrator request for proposals (RFP) and will be submitting it to the Department of General Services (DGS) for review, approval, and posting.
Please see the DGS website, which can be found at www.dgs.ca.gov, for information related to bid opportunities. Select the publications tab then go to the eProcurement link on the left side. Potential bidders are encouraged to sign in and check for new projects on a periodic basis.
We will update project status with information (such as timing of activities) as it becomes available.

Special Project Report (SPR) Approval - September 14, 2010
A Special Project Report (SPR) must be approved by the control agencies before VoteCal could proceed with procuring a system integrator vendor. Below is the SPR that was approved by the state Office of the Chief Information Officer.

VoteCal Project Update - July 7, 2010
The SOS VoteCal team is working diligently to evaluate the request for proposal (RFP) to determine whether there is any functionality that can be removed in an effort to reduce cost and time to deploy the system.
Once the RFP review and edits have been completed, the Department of General Services (DGS) will review it and then provide it to the vendor community by posting it to its website. The SOS will engage in confidential discussions with vendors who submitted draft proposals. Subsequently, final proposals will be evaluated by the SOS VoteCal team. Per the state process, DGS will then announce an Intent to Award the contract. If a protest is filed, the protest process will be overseen by DGS. Once completed the SOS will award the contract and initiate work with the new system integrator vendor.
Since the state is in the procurement process, communication about the project scope must be limited to SOS staff only. We will update project status with information (such as timing of activities) as it becomes available.
