The ongoing efforts by Secretary of State Alex Padilla to replace the California Automated Lobby And Campaign Contribution and Expenditure Search System (CAL- ACCESS)  is reaching a critical phase. In the coming months, additional public input will be gathered about the functionality and features a new system should include.

CARS System Integrator

The Secretary of State has selected Enterprise Services LLC, a Perspecta company, as the System Integrator for the CAL-ACCESS Replacement System (CARS) implementation.

CARS Request for Offer  

The CARS System Integration (SI) Contractor Request for Offer (RFO) has been released to eligible Department of General Services Information Technology (IT) Consulting Services Master Service Agreement (MSA) vendors. The CARS RFO Resource Library is available here: CARS RFO Resource Library.

Public Meetings

The Secretary of State will be hosting public meetings to take comments on desired features and electronic filing format of an internet-based, electronic system for reporting and disclosure of campaign finance and lobby activity pursuant to the requirements of SB 1349 (Hertzberg).
