Two Transportation Initiatives Enter Circulation

SACRAMENTO - Secretary of State Debra Bowen today announced the proponents of two new initiatives may begin collecting petition signatures for their measures.

The Attorney General prepares the legal title and summary that is required to appear on initiative petitions. When the official language is complete, the Attorney General forwards it to the proponents and to the Secretary of State, and the initiative may be circulated for signatures. The Secretary of State then provides calendar deadlines to the proponents and to county elections officials. The Attorney General's official title and summary for the first measure is as follows:

TRANSPORTATION PROJECTS. VEHICLE LICENSE FEE. INITIATIVE CONSTITUTIONAL AMENDMENT. Increases vehicle license fee by 1% of a vehicle’s value, phased in over four years. Exempts commercial vehicles from 1% increase if diesel fuel taxes are raised by three cents per gallon. Requires new fees to be deposited in a special fund. Also redirects certain sources of current state revenue to this special fund. Disburses revenue from the special fund to pay-as-you-go transportation projects, including local streets and roads, state highways, and public transportation. Prohibits use of fund for other purposes. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: Increased state revenues from a new tax on vehicles of $3 billion to $4 billion annually for state and local transportation programs. Reduced state General Fund resources of about $200 million annually for non-transportation programs, with a corresponding increase in funding available for transportation programs. (13-0045.)

The proponents for the measures, Will Kempton and James Earp, must collect signatures of 807,615 registered voters – the number equal to eight percent of the total votes cast for governor in the 2010 gubernatorial election – for each measure in order to qualify it for the ballot. The proponents have 150 days to circulate petitions for the measures, meaning the signatures must be collected by June 12, 2014.
