Punch Cards and Ballot Paper



The regulations governing punch card and ballot paper are contained in Division 7, Chapter 4 of Title 2 of the California Code of Regulations. The proposed punch card and ballot paper revisions and amendments are designed to clarify definitions and update the regulations to conform to current ballot manufacturing and finishing business practices.

The purpose of revising the punch card and ballot paper regulations is to:

  1. Reflect the changes in current business practices for ballot manufacturers and finishers.
  2. Reflect new ballot manufacturing and finishing technology not addressed in the current regulations.
  3. Remove requirements that are no longer relevant to current ballot manufacturers and finishers.

The Proposed regulations were submitted to the Office of Administrative Law, the state agency responsible for reviewing and approving state regulations. The Office of Administrative Law approved the regulations on March 26, 2013. The regulations become effective July 1, 2013.
